Over Mr. Fitzpatrick’s consulting career he has provided services to over 50 electric and gas utility clients both in the U.S. and abroad. Demand-Side Management Program Design, Reengineering, & Evaluation
He has provided a broad array of DSM program planning, implementation and evaluation services to numerous clients. These services have included technical and economic potential assessments, cost-effectiveness evaluation of DSM measures, the identification of the load impacts of specific DSM measures and programs, the development and implementation of DSM program plans, the evaluation of actual DSM program-related services, the assessment of market transformation activities, and the provision of expert witness services. Clients for whom he has provided these services include American Electric Power; Bermuda Electric Light Company, Ltd.; Consolidated Edison Company of New York, Inc.; El Paso Electric Company; Jersey Central Power & Light; Long Island Lighting Company; Minnegasco; New York Power Authority; New York Power Pool; New York State Electric & Gas Corporation; Orlando Utilities Board; Orange & Rockland Utilities; and Rochester Gas & Electric Corporation.
Statistical Analyses
George has provided sophistical statistical analyses related to load and energy forecasts, distribution reliability, generation capital additions, and life-cycle availability and O&M costs. Clients in this area have included American Electric Power Company, Arizona Public Service Company, Duquesne Light Company, El Paso Electric Company, Freeport Electric, Georgia Power Company, Long Island Lighting Company, Public Service Oklahoma Company, San Diego Gas & Electric Company, Texas Utilities, Union Gas Company Ltd., United Illuminating Company, and Westar Energy.
Planning and Forecasting
On numerous occasions, he has provided the review of utility planning and forecasting processes, resource planning and forecasting services to utilities. These services have included the development of a multi-equational small area forecast modeling system, energy and load forecasting, end-use and econometric modeling, and weather normalization. Clients have included American Electric Power Company, Bermuda Electric Light Company, Ltd.; Freeport Light & Power; Long Island Lighting Company; New York State Electric & Gas Corporation; SCECO East-Saudi Arabia; Union Gas Company Ltd., United Illuminating Company, and Westar Energy.
Innovative Market Segmentation and Profitability Studies
George has assisted several clients in completing risk and profitability segmentation analysis of various customer segments. He has also assisted clients in the development of strategies to optimize the use of their marketing resources to maximize shareholder returns while ensuring the long-term viability of the company. Additionally, he has assisted clients in the assessment of their key customers’ responses to cost competition. Clients for whom he has provided these services include CINergy, Long Island Lighting Company, Western Resources, and Union Gas Limited.
Load Research
He has provided a broad array of load research services including load research program development and auditing, conditional demand analysis, stratified sampling, appliance saturation and end-use research, customer interviews, weather normalization, and expert testimony. Clients have included Electric Power Research Institute, Elizabethtown Gas Company, Long Island Lighting Company, Iowa Power Company, Minnegasco, New England Power Service Company, New York State Electric & Gas Corporation, New York Power Authority, Northeast Utilities Service Company, Northern States Power Company, Pacific Gas & Electric Company, and Westar Energy.
Over his professional consulting career which began in 1981, he has also served his client base as a negotiator, often playing a key role in the negotiation of multi-million dollar, short and long term utility power supply and franchise contracts (e.g., Ft Bliss, White Sands Missile Range, University of Texas, and El Paso Water Utilities and City of Las Cruces).
Mr. Fitzpatrick has a Master of Business Administration degree in Economic Theory and a Bachelor of Arts in Economics, both from St. John's University. He has also completed course work toward a Master of Science degree in Management Engineering from Long Island University (C.W. Post) as well as advanced training in Box Jenkins forecasting techniques and econometric and statistical modeling. He possesses a Certificate of Mastery in Reengineering from the Hammer Institute and is a member of the Association of Energy Engineers (AEE), the American Statistical Association (ASA), the American Economic Association (AEA), and the Association of Energy Services Professionals.
Roger R. Ehrler, CPA, is an Executive Consultant with Harbourfront Group Inc.
Mr. Ehrler is a licensed Certified Public Accountant in the State of New York and Maryland with over 35 years experience in financial transactions, including asset valuation reporting, cost accounting, litigation support and forensic accounting services. At Harbourfront Group, Inc. Mr. Ehrler provides consulting services to the business community with a concentration in the utility industry.
Mr. Ehrler has appeared as an expert on accounting, tax and valuation issues before various regulatory bodies including the New York State Public Service Commission, the Federal Energy Regulatory Commission, the New York State Board of Equalization & Assessment and its predecessor the New York State Office of Real Property Services, and the Staff of the Securities and Exchange Commission. Mr. Ehrler also served as a member on the Goals 2000 Plus Task Force for the Oswego County Legislature to review county budgets and recommend cost savings to reduce their dependence on property tax revenues while reducing the valuation of nuclear generating facilities.
He has been responsible for accounting activities and the establishment of controls and procedures to support multi-billion dollar construction projects, including audit responsibilities in overseeing major subcontractor activities.
Prior to joining Harbourfront Group as an Executive Consultant, Mr. Ehrler was an Executive Consultant with Applied Energy Group and held various executive positions with two major utility companies in the northeast. He has an extensive background in utility accounting, construction standards, asset costing models, rate case theory and preparation, cost of service design and the valuation of transmission, distribution and generation assets.
Mr. Ehrler was responsible for the valuation of commercial, generation, transmission and distribution electric and gas assets. His duties included the proper allocation of valuation of assets between separate generation and distribution companies and different lines of business. The valuation methods utilized were the cost, market and income approaches to valuation. Analysis was also undertaken with respect to the application of equalization rates used by the various taxing jurisdictions and special districts for purposes of applying New York State Real Property Tax Law.
Mr. Ehrler has taken advance courses in property valuation offered at Texas A&M University and successfully passed examinations in advanced property valuation offered by the Institute of Property Taxation (IPT). Mr. Ehrler has also completed courses offered at Georgetown University in advanced depreciation theory, engineering and depreciation valuation studies at Iowa State University, and studies in business valuation offered by the AICPA and the National Association of Certified Valuation Analyst (NACVA). Mr. Ehrler holds a CVA rating awarded by the NACVA.
Mr. Ehrler has successfully negotiated reductions in utility asset property values which resulted in millions of dollars in property tax savings and assisted in representing major utility companies before the New York State Office of Real Property Tax Services in establishing valuation methods and procedures used in valuing utility properties.
Mr. Ehrler has served on various committees of the Edison Electric Institute and the American Gas Association representing the interest of the utility industry, providing expert assistance on emerging accounting and tax issues from various regulatory bodies, including the Financial Accounting Standards Board and the Federal Energy Regulatory Commission.
Terry L. Johnson, Esq. is a Principal Consultant and General Counsel of Harbourfront Group Inc.
Over his legal career, Mr. Johnson has worked in governmental as well as private practice. He clerked for Judge LaFel Oman on the New Mexico Supreme Court, in Santa Fe. He also worked for the U.S. Department of Justice, Tax Division, in Washington, D.C. Mr. Johnson practiced law for ten years in Anchorage, Alaska where he was founder and managing partner of his own firm. In El Paso, Texas, Mr. Johnson worked for a major local firm for nineteen years where he was a senior shareholder, before again establishing his own practice and firm in El Paso in 2002. He is a member of the bar in Texas, New Mexico and Alaska, and is board certified in commercial real estate law by the Texas Board of Legal Specialization.
Mr. Johnson’s professional experience includes a wide variety of litigation and transactional work, including commercial litigation, construction litigation and arbitration, mortgage lending and real estate transactions, sale of businesses, general business and corporate law, and international transactions involving the maquila industry in Mexico. Mr. Johnson’s current legal practice is based in El Paso, Texas and involves transactional work of various kinds.
At Harbourfront Group, Mr. Johnson serves three roles; that of the General Counsel of the firm; director of Federal and state background research in connection with Harbourfront Group’s expert testimony assignments, and critical reviewer of Harbourfront Group personnel’s expert testimony prior to release to the client.
Mr. Johnson received a Bachelor of Arts in Government from New Mexico State University, and a Juris Doctor degree from the National Law Center at George Washington University. He completed 30 credits towards a MBA degree at the University of Alaska-Anchorage, and he studied international law and political science for one year at the Central University of Venezuela in Caracas, Venezuela.
William J. Kovack is an Executive Consultant with Harbourfront Group.
Mr. Kovack’s career spans 30 years in the paper and packaging industries, culminating with Vice Presidency’s at Weyerhaeuser Company and Liberty Diversified Industries.

Mr. Kovack received his Bachelor of Arts in Social Science and Master of Business Administration from Michigan State University. He has had additional training in leadership, negotiations, TQM, and Strategic Planning at Emory University, Harvard University, University of Wisconsin and Boston University.
Ms. Kristin Devall is a Senior Consultant with Harbourfront Group. She has over 10 years experience in the electric and gas utility industry. Ms. Devall has extensive experience in turnkey DSM program management, ESCO start-up, market research and senior management litigation support.
Ms. Devall has provided DSM-related consulting services for clients such as Con Edison, Long Island Power Authority (LIPA), El Paso Electric Company, Aquila, Oglethorpe Power and Light. Her litigation support assignments include work for Westar Energy, Entergy and SDG&E.
The following are examples of recent DSM-related engagements in Ms. Devall's professional background.
Con Edison's Central Air-Conditioning (CAC) Program- this program provides for the installation of two-way communication and control systems for central air-conditioning thermostats in customer's homes. This program represents the state-of-the-art in direct load control programs with an emphasis on seamless, real time customer-utility interaction. For this program, she supervised the call center, designed, and managed the production of, all program marketing material, managed customer mailings, worked with a website team to manage website content and managed and delivered weekly/monthly reporting of program progress to Con Edison senior management. Ms. Devall also worked closely with all sub-contractors to ensure the efficient execution of all program elements.
LIPA Edge - for this program, which was similar to the Con Edison CAC Program, Ms. Devall coordinated marketing materials, including logo design, for this highly successful DSM program.
DSM Implementation Training - for both the Con Edison and LIPA programs, Ms. Devall trained additional staff to continue efficient program operations and expansion.
Ms. Devall has a Bachelor of Science in Management with a concentration in Marketing from Binghamton University in New York. She also has credits toward an MA in Education from St. Joseph's College. Additionally, Ms. Devall has completed advanced coursework in editing and all Microsoft Office applications.
Gilda Guzman is a Harbourfront Group Consultant and the organization's Office Manager. She has over fifteen years of administrative experience. Previous to Harbourfront Group, Ms. Guzman was an associate at a private accounting practice for five years, General Manager Assistant and head of the Reinsurance department at an overseas insurance company for seven years and Technology Coordinator at Ernst & Young, LLP in NY for seven years.
Ms. Guzman has provided both background research and spreadsheet analysis for Harbourfront Group's DSM, forecasting, and nuclear cost and performance projects. She is responsible for updating Harbourfront Group's DSM measure catalog and nuclear and fossil generation databases.
Ms. Guzman has an Associates degree in Business Administration and graduated Alpha Phi Theta Kappa with a 4.0 GPA from Suffolk County Community College. In addition, Ms. Guzman has extensive knowledge in all Microsoft Office applications and QuickBooks by Intuit.
Cheryl Montenegro is a Consultant with Harbourfront Group Inc.
Ms. Montenegro has over 26 years of experience in the electric utility industry working for El Paso Electric Company. During her tenure with EPEC, she audited commercial, industrial, and governmental accounts for proper rate application, managed National Accounts, designed and implemented energy savings programs for commercial and industrial customers, developed and administered training presentations to commercial and industrial customers, and researched and designed new business products and services for the electric market. Ms. Montenegro also worked with customers in manufacturing, industry, government, health care, retail, hotels and motels, refineries, and office buildings. She worked to provide them with integrated business solutions for energy savings by designing and marketing energy savings projects including back-up generation, lighting, HVAC projects, and managed applicable rate tariffs for the customer’s benefit.
Ms. Montenegro’s current specialization is in the area of Organizational Development, Training and Executive Coaching. Her clients represent a diverse group of businesses including manufacturing, distribution, refining, and the customer service sector
Ms. Montenegro has completed coursework toward a BBA in Management from the University of Texas- El Paso. She has also completed additional training in the areas of Marketing, Sales and Negotiation tactics. She has also attended the GE Lighting School and CEM training. She is a past member of the National Accounts Association.
